Generally, the Indian Government gives the contract of constructing roads to private parties. These private constructors build the roads with their own money. Then, the government allows them to collect the taxes to recover the amount spent by the builders.
You might have come across that, few Toll plazas collect big amounts while some collect small amounts. This is because, when the road is newly built, the government imposes high taxes so, that the constructor can recover the amount which he spent for building the road.
When the amount gets recovered, the toll fees will be down by 40% which means the toll plazas will collect only the maintenance fees.
The Maintenance fees are for keeping the roads clean, cleaning the toilets, providing 24/7 patrolling, and maintaining ambulances.
